James Lynch – LIAT probably gone in less than two years

First, LIAT has ALWAYS been based (Head Office) in Antigua, has NEVER been based (Head Office) in Barbados – no matter what the politicians may tell you. There has been a PILOT BASE in Barbados for decades – a pilot and flight attendant domicile, if you will – but not the registered “home”. Never has been. Never.

Second, airplanes are not tied to concrete foundations by rebar or galvanised water pipes. They are scheduled and flown wherever they are needed, and if you will insist on moving LIAT lock, stock and barrel to Barbados then you also need to clearly understand that you – yes, you, the taxpayer, you personally – will pay Froon, Fumble, Dumble, whatever we may call him now, several HUNDRED MILLION dollars more for the necessary new offices, hangars, facilities, etc., AND lose access to US Territories – Barbados is Category Two, and LIAT (Barbados) Limited will approach the US government as an African-class airline with ZERO safety rating.

You will also not get that many high-paying jobs – all of those are technical, licensed, experienced professionals and permanent employees such as pilots, engineers and mechanics who will just be relocated from Antigua to Barbados – all at YOUR expense. I suggest you start putting the brain in gear before you mash the pedal and burn more than rubber.

Third, having seen LIAT from the inside, I can tell you that Holder & Co are not the only thoroughly incompetent, irresponsible, unaccountable “employees” of LIAT… the airline is riddled with political appointees and incompetents of all stripes from all of the shareholder countries. Virtually NOBODY at LIAT is at risk of losing their job for screwing up, no matter what they do (within reason, of course).  Continue reading

Are LIAT’s major shareholders deliberately destroying the airline in order to re-create it without debt?

Sometimes our assumptions about a situation or problem blind us to simple answers that are right in front of us.

Could it be that the apparent increasing incompetence by senior LIAT management and a rapidly deteriorating cash flow are actually part of a plan to push the airline over a financial cliff as soon as possible, so that it can be reformed without debt and with limited political fallout?

LIAT’s biggest asset is its routes. Nothing else really matters. The aircraft are leased, and LIAT’s facilities are also mostly rented. The airline owns little of any real value that couldn’t be bought at fire-sale prices after a bankruptcy.

So let’s here from those who know about airlines and LIAT in particular… Is it possible that LIAT’s shareholders are deliberately destroying the airline?

Since before 2012 I have repeatedly heard of calls by the current majority shareholders of LIAT, through Prime Minister Dr. Ralph Gonsalves of St. Vincent, to take up more shares or to simply contribute towards the airline’s losses.

Gentlemen, I can reveal to the Press that you know my own name well by now, it has been before you literally hundreds of times both privately through letters, emails, faxes, text messages, and recently in public in the Press.

For almost a decade I have been trying to communicate with you mostly for just one reason, and that is to take the politics and non-competence in aviation out of eastern Caribbean aviation, whether that is at the Civil Aviation Department (or Civil Aviation Authority) level or at the airline level (meaning LIAT).

Example:

Barbados is ICAO Category Two for very simple reasons – incompetence, lack of proper regulations and lack of oversight. With a little more interest, Barbados could be Category One, but for the last decade nobody has been interested.

Last time the FAA visited to conduct an evaluation, when they left they told the Civil Aviation people it was so bad that they ought not to bother to call for the next evaluation for at least another ten years.

But for some five decades LIAT has been abused as much as your own taxpayers for no good reason. Board after Board, management after management continue to be politically appointed buffoons – whether they are your “friends” or not – who know little or nothing about aviation (which is NOT the same as tourism) and continue to lose money and market share to the point where the airline is now on the brink of the precipice.

And you need not respond that this is not the case, because if all were well you would not be out in public demanding that other governments join you in throwing money at the existing form of LIAT to keep it alive.

Since at least 2012 Dr. Kenny Anthony has told you, in public, that his country’s taxpayers would not be supporting LIAT’s excesses, and that if you wanted St. Lucia at the airline’s table you had to make major changes in its oversight (Board) and management.

Nothing has changed, yet now here you are again making the same demands. And in the process you are also trying to rope a brand new Prime Minister into the fold before he can catch his breath after the election. Shame!  Continue reading

LIAT: There’s only two basic choices…

As I see it, there are only 2 choices facing LIAT and its government shareholders. Either it has to be deemed an “essential service” and continue to be subsidized despite the operational inefficiencies inherent in its structure; or, it has to be fully privatized, de-politicized, and forced to be self-sustaining.

Both options are problematic. In these tough economic times, when governments are cash-strapped and are trying to figure out how to stretch their dwindling resources, many constituencies will argue that subsidizing a national airline should be very low on the priority list. Conversely, there are those who will argue, not without just cause, that LIAT is crucial to inter-island communications and commerce.

Has any study ever been done as to exactly how much LIAT contributes to the GDP of CARICOM? That is crucial to the discussion here. What would the economic impact be, in $$ terms, if LIAT were to disappear? Once that figure is empirically established, that could be used as the baseline for government subsidies, a quid-pro-quo, so to speak.

Perhaps the solution is a form of public-private sector partnership, with CARICOM governments providing a baseline subsidy, and the private-sector, with aviation professionals providing the operational expertise in running the airline, as Mr. Lynch correctly suggests, being the other half of the operational and financial equation.

One thing is for sure with regard to LIAT: the status-quo is both financially and operationally unfeasible.

That got us thinking… you remember the old CARICOM cry “one from ten is zero”?

LIAT isn’t CARICOM, but it is perhaps the most visible expression of Barbados’ commitment to the organization.

ST. JOHN’S, Antigua, March 28 2015 – Caribbean News Service (CNS) has obtained a document titled “Proposal for the Establishment of a Barbados Air Carrier.”

The document, allegedly authored at the senior management level of LIAT, points to Barbados, LIAT’s majority shareholder, planning to quit airline

The document proposes that a Barbados air carrier be established with its own Air Operators Certificate (AOC) and Route Licensing Authorisation. The new company would effectively replace the majority of existing LIAT services throughout the region and would seek to develop new markets.

An approach, methodology and structure for the establishment of the new Barbados air carrier were detailed in the document.

It said a traditional approach to fleet planning in a startup airline with a projected requirement of 10 aircraft would be to launch initially with two to three aircraft and a limited route network and build thereafter incrementally over a period of 18 months to the final fleet number. The Caribbean Development Bank (CDB) has funded, via shareholder governments, LIAT’s wholly owned ATR -42 aircraft.

The plan calls for the title of those aircraft to be passed on to the Barbados Government either through shareholder agreement or through CDB taking charge of the aircraft and reassigning them.

As someone who has championed intra Caribbean travel for over 40 years and invested literally hundreds of thousands of Dollars of our own money promoting, what for Barbados is still just about our third largest source market, it gives me no pleasure in witnessing the dramatic decline in regional arrival numbers.

For the first eight months of this year our Caricom (including Trinidad and Tobago) stay over visitors are down by 6,686 persons.

There is probably very little I can add to the many industry professionals and travellers comments made about LIAT over the years, but initially thought that I had misheard one of our policymakers recently stating that, among the reasons why the numbers were down, was due to the airline operating smaller aircraft.

“A number of aircraft are still listed as ‘stored’. Did the destruction of engineering, maintenance and other critical records in the hangar fire prevent the saleable realisation of these assets?”

It sounded so wrong that I looked up a recognised aircraft fleet website and according to Planespotters LIAT currently operate 4 ATR (Avions de Transport Regional) 42-600’s, 4 ATR 72-600 planes and a yet to be confirmed number of Bombardier/de Havilland Dash 8 – 300 equipment.

I did ask LIAT’s Head of Corporate Communications for clarification, but in the week until this column was published, had not heard back. Continue reading

Boycott LIAT for a day

Fun N’ Sun publisher Robert Pitcher is calling upon Bajans and people throughout the Caribbean to boycott LIAT Airlines for a day in protest of the airline’s high fares and low-quality service.

That’s all well and good, but the real question is: Should Barbados and other governments be involved in the airline business at all – especially when LIAT hasn’t made a dollar profit since it was founded?

If there is one thing we’ve proved over the last 100 years, it is that governments cannot run businesses in a profitable manner. It is impossible.

What governments can do though, is to subsidise government businesses so that they squeeze out all privately-owned competition. Can we say “RedJET” ?

In our past, a case could be made for a government subsidised national or Caribbean airline to bring tourists, business people and trade from over and away and also island hopping. With the explosion of affordable air travel this is no longer a necessity… and if we choose to subsidise air travel to the island, it is much easier to give money to Virgin Air than to run our own airline.

It’s time to kill LIAT dead dead dead.

Pitcher: Avoid LIAT

BOYCOTT LIAT FOR a day.

That’s what publisher Robert Pitcher is calling on the regional public to do to send a clear message to the airline that they are fed up with its high airfares and poor quality service.

He also advised the regional governments looking to invest in the island hopping airline to keep it afloat not to put a cent into it until it changes its board, which he contends, is not suited to oversee the affairs of running a modern airline.

Instead, a group of successful Caribbean businessmen from the separate territories should be appointed to the board with a Caribbean chief executive officer at the helm who understands the market.

Speaking at a press conference at his Rendezvous Gardens, Christ Church offices this morning, Pitcher a director of Fun N’ Sun publishing, also took issue with the announcement that LIAT would be flying to Haiti four times weekly from December.

Pitcher said presently the airline cannot even service their existing routes efficiently and this move would be to a country where loads would be doubtful, similar to the unsuccessful route to the Dominican Republic.

100 Days of LIAT’s new chairman doing nothing

It has been 100 days since David Evans, the new CEO, has taken over at LIAT and we have seen NO real changes. It is business as usual at LIAT, which means burning taxpayers money – very disappointing. At this time I award a grade of C, at best.

The first 100 days of any CEO are very important to lay out what it is you will do, to let people know where you are heading and what changes are needed. By now Mr. Evans should have a good understanding of what lies ahead, the problems, opportunities, possible approaches and likely obstacles. The quick screen should be done, all problems reduced to simple elements and now zero in on key metrics and detailed analysis.

By now, LIAT’s management, Board and Chairman should have gone from the denial phase, through the resistance phase and be at the acceptance phase, and be on board for on going cost reductions to turn the company around. The CEO needs to be creating excitement and enthusiasm in getting all on board for a brighter future.

IF after 100 days it is not there, then Mr. Evans has lost his momentum, and employees will lose faith in any real change. This time it’s different – the Eastern Caribbean has no money.

Competition is now not only Mexico, Cuba, Dominican Republic, but also new destinations of Thailand, Colombia, Costa Rica and Brazil. The Eastern Caribbean continues to lose its place in the global tourist market.  Continue reading

As LIAT continues to drain tax payers money, is it not time for the tax payers to ask for action and accountability from their politicians?

As an Airline Consultant, I thought I have seen it all, but LIAT is a very special case indeed. Experience shows that companies in decline MUST replace some of the people responsible for the decline, these people lead the company to its current position and are incapable of the mind set needed to make fundamental changes to the strategy they so blindly believed in that created the crisis in the first place. They may not see it, but they block any real changes because they are bent on defending the dying cause, therefore they need to go!

When will the Board realize that the Chairman of LIAT, Dr. Jean Holder and once again Acting-CEO and CFO Mrs. Julie Reifer-Jones are failed leaders that have led LIAT to where it is today? Any reasonable Board by now would have requested their resignation.

Recently LIAT blames the “summer meltdown” on its inability to sell its DHC-8 aircraft because they do not have the records for the aircraft up to date! One year after ordering the ATR’s and knowing full well they needed to sell them with records up to date, just the fact the records are not up to date is NOT acceptable. If they flew with records not up to date the then ECCCA needs to step in investigate. Just horrible management.

Next, the people of the EC are being told the new ATR’s are more economical and that is why LIAT went out to buy and lease 12 ATR’s. This is non-sense. The 8 ATR-72’s will cost about $US1.4 million lease payments per month! The 4 ATR-42’s being purchased cost $US 74 million at list price, so what LIAT did was substantially increase it lease obligations and debt at a time it has little money, pays salaries late and cannot even keep its maintenance records up to date. If LIAT Chairman Jean S. Holder wants to communicate ideas, why didn’t he electronically publish?

LIAT’s Chairman Jean Holder launched his new book last week. Caribbean Tourism is probably a very worthwhile read if for no other reason than the author is the current victim in charge of LIAT Airlines.

Our old friend Bajan Reporter posted an excellent review of the book by Sir Ronald Sanders that makes me want to run out and buy a copy, but alas… the book sells for US$40. Sorry old bean, I’ll have to defer that read.

Why oh why in this age of iPhones, iPads, MS tablets and online electronic publishing at Amazon did Dr. Holder only publish a dead tree version of his book and at a price that virtually assures only a handful of people will read what he has to say?

Dr. Holder won’t make any money anyway – few authors of such narrowly targeted books make anything worth talking about – so why not publish electronically and move a hundred times more copies than on paper?

Perhaps Dr. Holder’s choice of obsolete technology, high prices and limited distribution mirrors the way he runs LIAT? (Hey… it’s a cheap journalistic shot, but at least I’ll admit to it!)

Come on Doc… publish the new book electronically for US$10 a copy and I’ll buy and read your ideas.

LIAT disaster continues as Ralph Gonsalves challenges his critics to put their money up

Being a chief executive officer of a company or the prime minister of a country which is not a shareholder doesn’t give you the right to talk authoritatively about LIAT,”

Is the reality that LIAT’s failure is not about leadership, financing or equipment? Could it be that 70 years of Caribbean commercial aviation has revealed a basic truth that no Carib-based airline could ever be profitable?

Here is the fourth letter to LIAT shareholders from Dominica hotelier Gregor Nassief, urging PM Gonsalves to step aside as chairman of the LIAT shareholder’s committee.

Re: Run it like a business before it goes out of business

On the televised program Time to Face the Facts on Sunday, February 23rd, I appealed to you to step aside as Chairman of the Shareholder’s committee of LIAT. As mentioned on the program, given the respect and admiration I have for you, particularly on your stance and leadership on issues such as reparations and the cholera outbreak in Haiti, it was personally difficult for me to do this. But it is necessary.

LIAT has moved from an operational meltdown in the Summer of 2013 to a financial meltdown a mere 7 months later. LIAT drains our treasuries, operates inefficiently and stifles competition. The source of LIAT’s problem is its financial unsustainability and as with everything else at LIAT, no one is accountable. As Chairman of the Shareholder’s committee, the buck stops with you.

LIAT needs to fight the battle of its life to transform itself to be financially viable and sustainable. But you believe, and have stated so publicly, that LIAT can never be profitable. This battle, therefore, needs a different general.

Unsustainability

LIAT has lost ec$120m in the last four years. Last month, LIAT could not pay both the lease on its aircraft as well as its payroll. So it chose one and delayed the other. A leased ATR gives 36% more seat capacity than its closest Dash 8 equivalent but is double the (lease) expense. In 2015, repayments will begin on LIAT’s recent loan of us$65m to purchase new aircraft. So monthly cash outflows go up even more.

And the new inflows to cover this? Inter-island tourism is down 60% in 7 years and LIAT’s load factor is running at about 55%. The fantasy (aka “business plan”) is that the load factor will go up to 75%. The fantasy is also that LIAT will fly its way out of losses by expanding to new destinations – Jamaica, Haiti, Aruba, Panama, and eventually to cities in North and South America.  Continue reading

LIAT Leadership Asleep At The Wheel Again

In the first month of 2014 Caribbean regional media reported that LIAT has had to choose between paying employee salaries and paying aircraft lease charges in order to maintain flight operations. Even before the news of LIAT’s latest financial crisis, the flight chaos of last summer was nearly repeated in December 2013, at the start of the Caribbean’s tourism high season, and was only averted through last minute decision changes by LIAT’s board of directors and its temporary CEO.

The LIAT fleet was reportedly due to reduce to only nine aircraft last December. At the same time, aircraft conversion training for flight deck crew was planned to be ongoing and flight deck crew annual vacations were scheduled to peak that month. With a similar mix of factors to those which caused LIAT’s summer meltdown, the potential for major disruption to flights appeared to be equally great for this winter. Unbelievably, the LIAT board and senior management had authorised this disastrous scenario to coincide with the Christmas holidays and the start of the international tourism high season in the Caribbean.

Having just avoided that mismanagement disaster in December, LIAT executives have been faced in mid January with the imminent grounding of six company planes by the aircraft leasing company.  Lease payments are reportedly tens of millions of dollars in arrears and a collapse in flight operations has only been avoided by delaying payroll for LIAT’s long suffering employees.

ST. JOHN’S, Antigua, Jan 21 2014 – LIAT (1974) Ltd. has taken note of the post, dated 17th January 2014, in the Barbados Free Press online blog of an Article entitled “Report of Conflict of Interest: Saint Vincent PM Ralph Gonsalves said to own 2 LIAT aircraft”.

The anonymous author concludes that “The conflict of interest arises because SVG is one of the major shareholders in LIAT. Government funds are involved and Prime Minister Gonsalves is heavily involved in decision making about the airline”.

The two aircraft mentioned in the article are owned by a publicly listed US based Leasing Company trading on the New York Stock Exchange (NYSE). LIAT has always had arms length negotiations with this Lessor and its relationship with this Lessor is firmly set on a commercial basis. LIAT has no Aircraft Leases with Prime Minister Gonsalves or any shareholder of the Company and categorically denies the suggestion that the Prime Minister has anything to do with the leasing of aircraft to LIAT. LIAT views conflict of interest very seriously and abides by principles of good corporate governance.   Continue reading

Hey folks, NICE Radio has apologized to Prime Minister Ralph Gonsalves for claiming that the PM owns two LIAT aircraft, and blames BFP.

Well guess what: NICE Radio must have inaccurately reported our article and left out the part where we say…

“That is if Skyhigh is correct, and he is anonymous so take that with lots of salt. BFP is only an anonymous blog ya know!

But now that Skyhigh identified the exact aircraft, we think that PM Gonsalves should clear the air…

Well, Prime Minister Gonsalves… do you or any of your family have anything to do with leasing aircraft to LIAT?

Yes, or no?”

Interesting though: St. Vincent has no integrity legislation and we don’t see the PM himself making a statement denying that he or his family own any interest in the aircraft leased to LIAT. Hey… maybe it’s the Mongoose Gang that’s behind all this?

American Airlines pilot and Barbados Free Press reader Skyhigh says that the Prime Minister of Saint Vincent and the Grenadines, Ralph Gonsalves, owns two of the aircraft leased to LIAT airlines.

The deHavilland / Bombardier Dash 8 300 Series airliners carry registrations V2-LGI and V2-GG.

It also served in a time when the pilot in command was GOD. If the PIC said an aircraft was not fit to fly, then by god it would not fly.

The LIAT incident that happened November 2nd 2013, an affair that has eventually resulted in the airline receiving a penalty from the Eastern Caribbean Civil Aviation Authority, is undisclosed in fear of public backlash.

Two pilots were suspended by LIAT following the grounding of an aircraft for technical repairs.

Saturday November 2, 2013, Captain Cave, who was scheduled to fly a LIAT aircraft, was not satisfied that the appropriate test procedure was used before bringing the aircraft back into passenger operation. Captain Cave also reported discrepancies with the official paperwork.

Because of his refusal to fly the plane LIAT suspended him, disregarding his protests about safety.

Monday 4th November Cave had brought the matter to Leeward Islands Airline Pilots Association [LIALPA] and Captain Burke the LIAT Pilots Association President while acting in his capacity as Union Representative tried to intervene on Cave’s behalf with Director of Flight Operations Captain George Arthurton at a meeting on this day. Captain Burke was then also placed on suspension.

The suspending of the two pilots Captain Cave and Captain Burke brought about a general industrial dispute by all the LIAT pilots and crews.

Absolute turmoil followed with flights cancelled and passengers stranded.  Continue reading

LIAT Airlines operational again – sort of, maybe, if…

I returned from Barbados last night….I missed the pilots’ strike but got caught up in the back log of passengers.

I trotted up to the airport in time to catch the 12 .50 to Grenada and Trinidad,  in fact I checked in really early in case things were still pear shaped with Liat and refrained from any comment when I saw the challenging look in the check in clerk’s eyes.  Are they still called “check in clerk” these days or are they called something else?  I can’t keep up with PC names.  What they ain’t  called is courteous.  Ominously there were no Liat Superior Girls around just one Mr Jekyll.  Too intimidated to say a word I proceeded to the departure lounge and went to get some coffee and something to eat….bad mistake, (apart from the awful food). 

As I was about to receive my white styrofoam box of junk food which I had paid for, I heard my name being called over the tannoy!   Now I don’t know about you but I panic when I hear my name over a tannoy system.   I took off chased by a junk food dispenser person waving a styrofoam box and a styrofoam cup in the air…..I managed to out pace her and arrived at gate 9a convinced I had misread my itinerary.  But no,  a Liat Superior Person had decided to put me on what in all likelihood was the last flight to Grenada.  At least she saved me from severe indigestion!

The dash 8 has open seating and suffering as I do from claustrophobia, I have to sit near the front of the plane to avoid making a complete idiot of myself.  The secret is to be first at the gate and then sprint to the plane when allowed out the door.  In this way I avoid having to announce my defect to Liat Superior Persons and numerous small islanders. Tourism expert Robert MacLellan tells some hard truths

Some might believe that for the second time in only three years Captain Ian Brunton has been made a scapegoat by the board of directors of a Caribbean airline company – fired as CEO of Caribbean Airlines Limited in late 2010 and, this week, he resigned as CEO of LIAT. Indisputably, the overall operation of LIAT has continued to be disastrous during the last four months but so has the marketing / P R / communications function and yet the senior management there appears unchanged going forward. More importantly, the chairman, Jean Holder, and the LIAT board – which has authorised the strategy, business plan, operating budget and bank loans underlying the recent chaos and financial uncertainty – also appear unchanged going forward.

While Captain Brunton has resigned, Mr Holder is reportedly on vacation in the midst of the crisis. The chairman has been in position since 2004 and submitted his own resignation two years ago, although this was not accepted by the LIAT government ownership group at that time. Continue reading
