Owen Arthur, Mia Mottley responsible for the Al Barrack mega-mess

UPDATED: November 18, 2012

More lies from PM Stuart

Prime Minister Freundel Stuart yesterday told The Nation that contractor Al Barrack will get the $77 million owed to him by the Government of Barbados. This, of course, is a lie. The DLP government has been at the helm since January 2008 and have not started to pay Barrack. The BLP now awaiting to form the next government will not pay him either.

Al Barrack is screwed. He’s one man who had a large contract with the Government of Barbados. The courts have said that Barrack must be paid, but the government does what it wants and does not obey the courts. Always been that way, ’nuff said.

The Government, whether DLP or BLP, is waiting for Al Barrack to die.

That is the way that things work ’bout hey with big court cases involving small people. It worked that way with Violet Beckles and it will work that way with Al Barrack. The Barbados Mafia is waiting for him to die.

The Al Barrack monster mess we know originated during the days of  Owen Arthur. Like it or not Bajans, the BLP government under leadership of Owen Arthur and Mia Mottley awarded Al Barrack Construction Company a thirty-six million dollor contract WITHOUT TENDER. The court in 2006 ruled in favor of Barrack for 34.4 million. Barrack in 2008 received 2.5 million from the David Thompson administration but nothing from Arthur.

He, Arthur, instead of surrendering payment of some kind to Al Barrack, invested 2.4 million dollars into a Nigerian Water Heater project.  No water heaters were produced and the 2.4 million was lost and or unaccounted for.

That was some magic trick: “now you see 2.4 million, now you don’t” 2.4 million. The $75,000 ‘campaign donation’ cheque perhaps was one of Arthur’s magician tricks. Something went wrong. The cheque didn’t disappear. It was discovered walking into Owen’s personal bank account.

Al Barrack in 2008 became Thompson’s problem. It was FIRST Arthur’s problem. The Al Barrack mess was born in 2006 under leaderhip of Owen Arthur and the BLP.  Arthur was responsible for that Al Barrack mess NOT Thompson. Arthur has a moral responsiblility to fix the Al Barrack mess, NOT the DLP.  What Chris Sinckler, Minister of Finance, said is true to the bone…

“The contractor [Al Barrack] should not direct his anger at the present government and its effort to settle the matter. . . . he knows where this mess started and should focus his attention on them [Owen Arthur and the BLP] while we use our best efforts. . . to resolving this matter. Arthur, believe it or not said ” REDjet Airlines might still be flying if the Barbados Government had honoured its financial commitment to the collapsed airline”.

If the government under Arthur’s leadership had honoured its financial commitment to Contractor Al Barrack, Barbados  NOW would not owe him seventy five million.  Bajans owe REDjet Airlines nothing, absolutely nothing.  They, however, owe Al Barrack seventy five million.

The Barbados Water Authority in 2009 was near bankruptcy. The 60% water rate increase was a gift from Arthur and the BLP due to the Barbados Water Authority problems totaling thirteen years. The Barbados Water Authority is a government corporation.  The government under Owen Arthur for thirteen years apparently paid no attention to the Barbados Water Authority, what they were doing and not doing. They apparently never thought to look inside the Barbados Water Authority house just to see WHAT’S GOING ON.

Yes, Arthur should keep his damn mouth shut. Yes, Arthur is pure dee stupid and yes, Arthur has put Barbados in a sorry mess.

Barbados is a relatively small island and has been independent since 1966. It’s economy relies on sugarcane cultivation, rum and tourism. Like other countries, the Barbados economy is at moment fighting for survival. Now the current opposition leader, Owen Arthur says he believes he has the medicine to cure the Barbados economy problem. “It [the economy] is a mess right now, but we can fix it”.

Barbados, Mr. Arthur is seriously ill.  The economy is just one of many things aggrevating it.  One of them is the Al Barrack. Al Barrack is a mess right now. The Al Barrack problem must be fixed.

Opposition spokesperson Mia Mottley on 06/27/2012 outlined a 2012 – 2013 a new BLP would put in place. Interesting, Al Barrack is not put into that budget outline. The 2012 – 2013 budget, additionally will hold all persons responsible for CLICO.  That’s rather hilarious and embarrassing.  Really it is because the BLP is responsible for Al Barrack and the BLP is responsible for the 60% water rate increase. Interesting, the 2012 – 2013 budget presented by Mottley is giving Bajans lots of cookies and candy. The Barbados national debt is not a laughing matter. How could the BLP possibly give Bajans so much cookies and so much candy that it does not have. Yes, Mottley should keep her damn mouth shut.  Yes, she is pure dee stupid.

  1. what will they think of next

    Well said.

  2. Arthur and the BLP are constantly firing at their DLP foe. Those bullets sad to say are JUST BLANKS. None of what they’ve served taste good. Al Barrack and that Nigerian Water Heater mess taste good. The Barbados Water Authority mess that erupted in 2009 taste good and yes of course that 75,000 cheque that Owen invited into his personal banking account. Al Barrack has in his possession a court ordered judgement, REDjet does not. Arthur and the BLP DISHONORED a court ordered judgment. They were stupid. They’re continuing to be stupid. The government has no money, yet they’re going to give bajans lots of toys. Mia should go into hiding. Really!!!

  3. Gimmie the contract!

Who do I have to know to get a multi-million dollar government contract without a tender? Like Al Barrack, I’ve never built a project of this size but what the hell: I’ll do it! Where do I get a contract like that?

It might be that I’m asking the wrong question: I know where to get the contract, what I should be asking is how much do I have to kick back to get the contract!

  4. The court ruled in favor of Al Barrack for 34.4 million dollars regardless of FACT he had never built a project of that size. An award for stupidity is given to Owen Arthur and Mia Motley NOT Al Barrack. Another one, another award for stupidity is given to Mia Mottley on the outlined 2012 – 2013 budget a new BLP would put in place. Mia Mottley has promised Bajans cookies and candy, lots of it without considering Al Barrack. Al Barrack, althought not included in the outlined 2012 – 2013 budget presented by Mottley is not dead and buried. Goverment, one or the other BLP or DLP must fix it. The Myrie rape case is not yet dead and buried. Government, one or the other BLP or DLP likely will have in its face another problem that must be fixed. Mottley is stupid, too damn stupid. Arthur too, stupid, too damn stupid.

  5. Bajans in 2013 possibly will give the BLP back their power with Owen at the helm. Afterwards, after winning the 2013 general election, Owen will dig their grave and put them in it. He has publically revealed notable signs of demencia, since 2007. He’s definately INCOMPETENT. The Al Barrack saga is proof of that also that Solar water heater mess. Arthur has against him too many things – his health, theft, negligence and incompetence.

  6. MarketWatcher

Nonsense Sinckler. Government is Government. It is continuous – an institution that never stops operating whichever party is in power and it has to take responsibility for whatever mess it is faced with. You think Obama cannot deal with Afghanistan, Iraq, Iran, Syria, Bin Laden because Bush Jr. left a mess in the White House?

  7. 139

Agree MarketWatcher, Afghanistan, Iraq, Iran, Syria, Bin Laden belonged to George Bush, Jr. He is fault for all named NOT Obama. Owen yet has against him much more than George W. Bush Jr., his health, theft, negligence and incompetence. Arthur, while attacking his DLP foe embarrasses more. He said “REDjet might still be flying if government had honored its financial commitment to the colapsed airline”. The DLP failed to honor its financial commitment to REDjet. Likewise, he Arthur failed to honor his financial commitment to Al Barrack. He, Arthur said ” the economy is a mess right now”. Al Barrack likewise is a mess right now.

  8. 208

you said that the BLP increased water rates by 60% in 2009? how is that possible, David Estwick and the DLP are the ones who raised water rates, but if one part of this sad and poorly written fable is wrong the rest must be too

  9. countryview

Whoever forms the Government is obligated to deal with the problems of Government….its NOT about individuals, its about Government being Government, whoever forms it.

  10. Arhur NEVER defended himself against the 75,000 campaign cheque that somehow appeared in his personal banking account. Surely, there is a reason. The 75,000 campaign cheque is perhaps one of many things linked to Arthur in the missing US FBI report. Moody, an international credit rating agency in June 2011 DOWNGRADED the Barbados domestic currency rating with a negative outlook. According to Arthur, Chris Sincker Minister of Finance and DeLisle Worrell, Central Bank Governor is responsible. Barbados during the BLP days under leadership of Arthur got a state of the art prison at Dodds in St. Phillip and Kensington Oval west of Bridgetown. They also got several S&P downgrades. Yes, Arthur should shut his damn mouth. Yes, Arthur is stupid. Yes, Arthur has put Barbados in a sorry mess.

  11. 139

Arthur just months ago blased the DLP party over CLICO saying they do not believe in accountability. Arthur and Mottley are accountable for the Al Barrack mega mess. Arthur and Mottley awarded Al Barrack a government contract WITHOUT TENDER though he had NEVER built a project of that size. Something is wrong with that. Someone is accountable. VECO, an Alaska based company built the prison at Dodds in St. Philip. VECO was awarded a government contract via Owen Arthur, Mia Mottley and Dale Marshall. Surprise, the VECO contract was awarded WITHOUT TENDER. Surprise again, VECO had NO track record of building prisons. Something is wrong with that. Someone is accountable.

Finally some comments that see right through the facade that is Owen Arthur and the BLP. My only contentions with the DLP are: ITAL, “Not saying nutten Fruendel Stuart” and the 17.5% VAT. I was vex is france when I came back here to 400.00 road tax. But under the circumstances something had to be done but not to impose such a significant increase all at once.

This administration has not fullfilled its promises and that makes me very vex . But when and if I decide to cast my vote I ain’t going with Owen fuh france. I will give “Not saying nutten” Fruendel a second chance to prove his worth and that of his administration because the shite that they have done in the last five years cannot compare to the “jobby” the last administration did in nearly 14 years.

  13. Tudor

Barbadians will find themselves in a real pickle this coming election – whom to vote for, a bunch of dishonest people (BLP) or a bunch of incompetent jokers (DLP)?
There was no doubt last election that we had to have a change, the DLP promised a lot and have not delivered – in fact DT so wanted to become PM that he promised more than he needed to as people were ready to be rid of the BLP.
I cannot find a single fellow worth my vote so for the first time since I was 18 I will not be voting. never before in the history of this country have bajans seen such a poor slate of candidates.

  14. Anonymous

The DLP I think walked into government affairs finding things they did not expect – worse, much worse than King Kong and Godzilla monsters. The BLP is campaigning WE WILL FIX IT. There is, however so much they didn’t fix BEFORE losing power to David Thompson and the DLP. Bajans are blind and cannot see this. Al Barrack put before them a court ordered judgment. Arthur and his BLP cronies made no effort of any kind to fix it. Barrack had never built a project that size. Yet he was awarded a contract via Owen Arthur and Mia Mottley. Stupidity falls on them, Arthur and Mottley but Bajans must pay. VECO had no track record of building prisons. Yet they were awarded a contract via Owen Arthur, Mia Mottley and Dale Marshall. The beginning price tag was one million, the final priced tag amount was seven million maybe more. Stupidity falls on them, Arthur, Mottley and Marshall but Bajans must pay. The DLP made promises it did not keep. The BLP likewise are promising things it cannot keep. Like the DLP, It will have in its face a sick economy, the CLICO mess, another one, the Myrie Rape case and a rather large national debt.

  15. clicktime

A big reason that we are in so much debt is that there is no transparency or accountability built into the system. The DLP promised to change that but did not. Nor will the DLP change it prior to the coming election.

why didn’t the DLP put the integrity legislation through? That’s easy enough to answer!

  16. rastaman

My oh my,Min Stephen Lashley is against same sex marriage. The irony of that comment.A case of the pot calling the kettle black?

  17. Arthur and the BLP Group no doubt are in the race for power. They today vow to Bajans WE WILL FIX IT. They will fix the CLICO mess. They will fix it. They will fix the economy. They will fix the national debt, they will fix it. They will fix it. Interesting, Al Barrack originated during the days of Owen Arthur and the BLP. Arthur we know REFUSED fixing the Al Barrack problem. Thompson and the DLP in 2008 accepted the Al Barrack problem WITHOUT CHOICE because Arthur and the BLP REFUSED fixing it.

Moody’s Investment Service (New York) in June of 2011 downgraded the Barbados domestic currency rating from Baa2 to Baa3 with a negative outlook. Afterwards, here comes Arthur. Someone has to be held accountable, Chris Sinckler, Minister of Finance and DeLisle Worrell, Central Bank Governor. The Barbados S&P A- grade in 2005 stepped down to a BBB+ grade. Someone was responsible. Someone had to be accountable.

The Mottley family linked to Mia Mottley brought the Arch Cot Scrub land that couldn’t be built and within six months got planning permission when the previous owner couldn’t because it was caved. The Codrington family totaling five ALL died at Arch Cot, Brittons Hill. Their home fell into a cave beneath it. Someone was responsible. Someone has to be accountable. Those deaths could have been avoided. No building on that land should have been allowed.

The VECO Corporation (Alaska) was awarded a government contract via Owen Arthur, Mia Mottley and Dale Marshall WITHOUT TENDER. The VECO Corporation built the prison at Dodds in St. Phillip. Surprise, VECO had no track record of building prisons. Owen Arthur, Mia Mottley and Dale Marshall associated themselves with a corrupt company to build the prison at Dodds and the Barbados oil terminal. Wait! Wait, there is more. Owen Arthur in 2006 invested 2.4 million in a Nigerian water heater project. No water heaters were produced and the 2.4 million dollars was lost and or unaccounted for.

How about a good laugh. The BLP “in writing”, says it [BLP] has a proud and enviable record of keeping promises. Whatever happened in the past cannot be changed. . . . The DLP government is guilty of GREED and INCOMPETENCE.

  18. Dimpy

Is that WHY the DLP is keeping the man waiting for his money cause election is around the corner and they are leaving the problem for the BLP to rectify

You all will soon come to recognize that HOPE will never be found in the political system, no matter who runs, whether BLP,DLP or Independent. Better for you to accept that now rather than later.

  20. St George's Dragon

But there is surely more to this than is being said here.

The rumour I heard (and of course I have no proof of this so it cannot be true) is that Barrack did tender the job. His tender went in later than all the others and against all recommendations of the professionals on the project, the job was awarded to Barrack.

The funny thing was, that it was a very short time before the election and the rumour was that somehow some of the advance payment for the contract went missing and headed towards the BLP party coffers.

No proof -as I said – just a vicious rumour whch bearing in mind the honest and scandal-free reputation of the BLP cannot be true in any way.

  21. Willy Coyote

Corruption Reigns, Integrity is but LIP SERVICE.

  22. The Watcher

Tell the TRUTH! Al Barrack didn’t have and NEVER had the kind of money needed to undertake furthermore COMPLETE this undertaking.

Expose the name of the politician who ran afoul of the last administration and opened up the floodgates that is now this mess.

More of these things needs to happen so that the public can get validation of what they most likely already know or have heard.

While the media keeps colluding and trying to keep the public(whom they are supposed to serve by the way) in the dark, BBM and other Social Media avenues gets the word out there, even if its not totally accurate. It( Social Media) can certainly help to point in the right direction because we can’t trust the print, or other media who are clearly biased and answering to another power other than the people.

  23. Neco Ifill

I prefer my post turtle PM than these clowns. What will they possibly do so differently that they couldn’t do in 14 years?? Let’s face it people, it’s either the BLP or DLP. Arguably, Freundel might not be the ‘best’ leader right now but his government hasn’t done anything within the 5 years that gives me the impreesion that they don’t deserve a 2nd term.

  24. rastaman

    @Neco Ifill”
: You are so right.Freundel hasn’t done anything in the last 5 years but SLEEP.

  25. Flogestan

Solutions Solutions Solutions !!!??? What shall we do ? Obviously griping is getting us nowhere. Lets start with the media who shall we boycott first ? where will we encourage bajans to get their informations from ?

  26. Buggys Bunny

Owen is a drunk, dishonest and corrupt; this is TOTAL TRUTH. He, Owen is a national embarrassment but many in Barbados support him; this also is TOTAL TRUTH. [If] Owen wins the 2013 general election, things will be business as usual. . . and the beat goes. . . .Mitt Romney and the Republican party (United States) were sure they could/would defeat Barack Obama and the Democratic Party. Romney: ‘It’s possible Obama could win but ‘not likely’. Romney had prepared ONLY a victory speech. He had prepared his inauguration and apparently in process of choosing a cabinet. Romney and the Republicans are now very embarrassed. Owen alike Romney sproats a lot of mouth, too much mouth[If] Owen does not win he will face like embarrassment.

The DLP house is not squeeky clean. They, the DLP entertained friends but the wrong ones, Leroy Parris and Lawrence Dupre. The BLP house is also not squeaky clean. The BLP, though, with audacity barks at its DLP foe as though its house is clean or cleaner, it’s not. The light of Greed and corruption shines on both parties, the BLP and DLP but idiocy without doubt weighs more on the BLP side of the road. This is NOT DEBATABLE.

Owen Arthur and the BLP gave birth to AL Barrack. Three (3) S&P downgrades, massive land theft, those deaths at Arch Cot, Britton Hill, etc. All occurred during the BLP government with Arthur at the helm. Wait! Here is more, more BLP embarrassment, the Nigerian Water heater project and the 75,000 campaign cheque. Ohhhhhh The VECO Corporation, can’t omit The VECO Corporation. Really, VECO is the height of delight. Owen Arthur, Mia Mottley and Dale Marshall awarded VECO a government contract without tender. VECO built the prison at Dodds in St. Philip but had no record of building prisons and the prison project, low and behold extended millions over budget. They (Arthur, Mottley and Marshall) maybe now are slapping each other in the face like the goofy Three Stooges.

The recent S&P downgrade was made MAJOR NEWS due to Arthur and the BLP. Arthur and the BLP surely had not forgotten that Richard Francis, an S&P associate in 2005. . . . stated that [Barbados] deficit of ten percent was too high and the debt level between 43 and 50 percent of GDP Although less than half of Jamaica’s and even smaller than St. Kitts-Nevis was unacceptable. Barbados before 2008 was not financially stable. Three (3) S&P downgrades proves this.

Really, that Arthur the BLP group is thrilling and suspenseful. Film producer, Michael Bay should consider them for movie making. Arthur in 2006 invested 2.4 million dollars in a Nigerian Water Heater project. No water heaters were produced and the 2.4 million dollars that belonged to taxpayers were lost and or unaccounted for. Also, Arthur during a budget debate could not remember that he actually chaired the meetings of cabinet to discuss VECO. He said he wished he was there. But when told by Minister Sinckler and the Prime Minister – ‘no Owen, you were there,’ he then said that he said something else. When pressed again, he again said something completely different and also said that he never said what he said on the two previous occasions the entire country heard him say it. Either, he was drunk, a suffer of Alzheimers, forgot taking his medication, or both.

Both the BLP and DLP are tainted with mountains of mess. The BLP mess mountains though are more immense and overly embarrassing. Stuart seemingly does not know what he is doing. Arthur for certain does not know what he is doing either, sober or drunk. Bajans did not deserve David Thompson and don’t deserve Owen Arthur. Let that dog lie dead, Owen Arthur.

    That’s all folks

  27. Rastaman

@Buggs Bunny:So who do they deserve? What is the alternative?

  28. Mac

As the DLP is in power, it is their responsibility to pay Barrack, if they had done it 4yrs ago they would have saved $35 million dollars. It is very clear Barrack will not be paid till the BLP are back in power( as the DLP consider it a BLP problem), either next year or 4 years time when the total will be double or more. Who’s responsibility is it to re-pay the billions borrowed by the DLP over the last 4yrs? All new gov’s have to cover previous gov’s debt’s they leave behind. To kick the can down the road is pointless & stupid & damages the country as a whole.
