Ex-Prime Minister Stumbles Into Newspaper Office Because Reporters Don’t Come To Him Anymore*

My, my, my…. How things change.

See the photo of the former Prime Minister of Barbados above? He’s sitting in the offices of the Nation Newspaper begging to be heard. (And yes, our own Shona “enhanced” the photo a bit – but it does look so natural, doesn’t it!)

Now remind me, but wasn’t this the man who canceled all scheduled press conferences during his last few years in office?

Wasn’t this the man who insisted that his staff approve all photos?

Wasn’t this the man who would rail on a editors and journalists for printing contrary opinions? The man who killed freedom of the press in Barbados?

Wasn’t this the man who spiked a thousand news stories over the years – either directly or because the media was in such fear that they self-censored?

Down Angle Used

Savvy media watchers spot it right away: the Nation News used a “down angle” while photographing the former Prime Minister. It is all a subtle trick of perception and media technique, but it boils down to this: “up angles” are shot from below the subject’s face level (looking up at the subject) and are perceived by the viewer to show the subject as taller, more powerful, in control and with increased status.

You can also use an “up angle” to minimize height differences when you have a short person standing with tall people.

“Down angle” does just the opposite. When subjects are photographed from above their face level, it diminishes them in the viewer’s eye. They appear shorter, less powerful, less in control.

It is an old technique that probably goes way back to the birth of photography but first came to general public knowledge during the Kennedy vs. Nixon election. Nixon’s people complained that whenever possible the media used “up angle” on Kennedy and “down angle” on Nixon. Subsequent studies showed that Nixon’s people were right: the American press used “up angle” on Jack Kennedy almost two to one over Nixon.

The former Prime Minister knows all that, but he’s just not in a position to give those kind of orders any longer.

So he stumbled over to the offices of The Nation News – because he knew that they wouldn’t come to him anymore with such immediacy and interest.

    The revelation came Friday when Foreign Minister and parliamentary representative for St. Michael North West, Chris Sinckler took Minister of Social Care, Dr. Dennis Lowe on a tour of his constituency.

    “You’re seeing pit toilets and extremely poor conditions. We want to be in a Barbados where we eradicate pit toilets and go to waterborne. But even if you have a pit toilet it has to be in some kind of condition that you can use it comfortably. And that does not exist. We’ve seen pensioners in this constituency who are living in the most deplorable conditions. Rats and other rodents, and pests, centipedes and flies and mosquitoes invading the houses.”

    $6400 per month for a special advisor. I guess he “din get down dey yet.”

    I think Arthur’s going to ‘bowl her a googlie coming up to the 5 years limit, something along the lines of Thompson’s left-hook to Mascol and the next thing you’ll know is that he’ll be the leader of the BLP, again and vying for the premiership at the next election!!

    At the same time, it’s difficult not to have a sneaking admiration for the man. You would think that after such a run he’d be happy to just now fade-away and enjoy his retirement, but not so.     I have been listening to Brass Tacks and a Mr. King stated that he is the Personal Assistant to the Minister of Social Services. Please let the public know where his salary coming from? Is he a consultant and who appointed him?

    What about Hon. Undine Whittaker who the Prime Minister stated will continue with the same work as Hon. Hamilton Lashley from the previous administration.

    What we are seeing is a new dispensation of partisan appointments to replace the so-called ‘consultants’.

    Consultancy salaries vs Civil servant salaries. What qualitifies certain non academic persons to be paid such sums of money in the name of consultancy? What are the qualifications for a consultant? Why are highly qualified civil servants not paid for their qualifications and professional know how? What is the basis for a qualification order if the ‘Grand father clause’ is still use for promotion? Is the civil service system outdated and archaic? I need some answers

    It is with utter amazement that I learnt yesterday that Owing See Thru Arthur waltzed into the Nation to carry out his attack on the press.

    Let him clearly understand that on the 15 th of January an election was held and the people spoke with their votes, to throw he and his gang of crooks out of office and in so doing they elected the leader and his party who vowed to clean up the mess that the BLP created and fuelled.

    Part of this clean up process just so happens to fully expose the first culprit in Arthur for his dishonesty in office by awarding generous comfort monies to party loyals and hench men like Mackie Holder, Denzil Agard and company much to my surprise the only ones not on his list are ones of the ilk of Hallam Nicholls, Glyne Bannister and David Shorey maybe these are yet to be revealed.

    The wastage of public funds took on a new dimension with the past blp adminstration it was at an all time high.

    Now it will be stopped finally and in the meanwhile we expect to see many of the others being removed from the blp goodwill funding list and some sense and order brought to the affairs of state once again under the leadership of Mr David Thompson.

In light of those comments I would like to pose a number of questions and make a few comments of my own.
    Is the former Prime Minister suggesting that a new Prime Minister has some moral or other obligation to continue to work with speech writers and research officers hand picked and appointed by him, or find a way to keep such persons on the payroll while bringing in his own people? I would find such a position incredulous, if not ridiculous, especially in light of the fact that the persons involved were not civil servants, but appointees of the former Prime Minister himself.
    The former Prime Minister claimed that in appointing persons such as Trevor Marshall and Dr. George Belle he went for “the best.” In appointing these consultants was there a process whereby competing proposals were submitted and vetted? Were there interviews or some structured selection process? Who decided these persons were the best and by what process? If this were purely Prime Ministerial appointments, then surely a new Prime Minister can decide if he needs these consultants or if these persons are the best for him? It does appear that being adjudged “best’ by the Prime Minister was the only criterion.
    I was blissfully unaware that being in a tough financial position was a criterion for being awarded a consultancy by the Prime Minister, or that a consultancy in the Prime Minister’s office was the government mechanism for assisting persons in difficult financial circumstances. Is that an official government position? If so it raises serious questions about governance in Barbados. Maybe the new Prime Minister thinks that public welfare should be handled by other means, or he thinks it there are others more deserving of this state welfare. I can think of at least fifty persons in need of help whom I can recommend to the new Prime Minister.
    Finally, Mr. Arthur was curiously, or some might say studiously, silent on the most highly paid consultant, who came with a support staff paid for by the former government. The new government was rather transparent in the termination of these contracts, I hope unlike the former government, they are equally transparent in the appointment of new consultants. We will hold you to a higher standard, we expect you to engage in a “reign of terror” against questionable use of public funds, and to be on the “war path” in promoting greater transparency and accountability in public life.

    It is amazing that Owen Arthur is now ranting and raving now Mia take over but did he not say that he would serve the next five years but was just happy to be an ordinary citizen why then is Mia pulling the strings and Owen starting to dance like she puppet Mr. Thompson very right to get rid of the said people who use to write damaging things about him so Owen could use their speeches whenever he felt the need and sorry Gabby but what goes around comes around and when you pretend that you like someone the real truth always catches up with you in the end.

    As far as firing consultants are concerned, it is not right and just for the Rt. Hon David Thompson, 6th Prime Minister of Barbados to do so according to RUM-PUFF; then tell me Ossie More, was it right to fire the central bank governor over a woman? Didn’t you take bread out of his mouth too when he had an ex-wife, two sons and a current wife to support? You had mercy on him and give him a pick at the commonwealth secretariat; and then a non-job at the IDB in Washington where he is hiding out to this day? Didn’t you break his spirit and de-moralize him then too? Is this how the taxpayers money is spent? the welfare Department is there to help those who cannot help themselves!     I am all for transparency and integrity; but one has to reciprocate. The new P.M has to be open in his dealings as well in order that he is not to be placed on the defensive. The very same things being exposed now must be placed on the front burner of this new gov’t. As a citizen I am expecting no less.
    While I would end their services as well since the new PM cannot be expected to keep Mr. Arthur’s staff, I would not want to appear to be doing it in such a negative way. It is hardly ever what is done, but how a thing is done.
    I am also sure I saw a picture of the guy who drove Mr. Thompson around when he was opposition leader somewhere in the Nation being mentioned as a clerical officer in the Min. of Finance and I raised my eyebrows and then lowered them again.
    I have no problem with persons being paid money if they were working for the money. I also would expect that since there has been a change in gov’t that the partisan consultants would also be changed and the real ones could be kept since they would have to have been functioning.
    While I want to know everything that the public should know, orderly systems should be set up to bring this about. I mean anyone with access to the gov’t staff list can tell who is working for what with the exception maybe of the judges and the GG. There is no real reason why we should not be able to go to a place like maybe the GIS and find out who is working for the gov’t, doing what, for how long and how much they are being paid.
    It seems we have become so accustomed to knowing so little about the goings on in gov’t over the last few years that we may very well be all shell-shocked.
    I also have to agree with Peter Wickham’s comments on Brasstacks today. The program was like how it was prior to the election. A whole set of cutting, well well well. Even David Ellis got cut at one point. Still, either we want it all and will work it all out or we do not and we will remain in our folly.
    BTW, I do not think it is very respectful to the former P.M (or anybody for that matter)when he is called names and other stuff; apart from the fact that it adds nothing to the debate. It is like a movie with a lot of obscene language or sexual scenes; does nothing at all for the story line.

It is clear that the appointment of the mentioned consultants was contrary by Owen’s own words to Accountability, Integrity and Transparency. Even as an Opposition MP this man is making a mockery of the system. Guess what Owen we saw through you in January and we still dont want to hear from you and your kind till the mess in our fair country is sorted out. I think it maybe in your interest to resign and keep quiet and not draw undue attention to yourself.

    And these were only the removals from the Prime Minister’s Office. Can you imagine all the others? Dr. Estwick has already alluded to those in the Ministry of Health.

    What concerns me is that Mr. Arthur was concerned only about 1 person who did not qualify for pension and therefore he “helped him out” because $300 was not enough.

    What about all those others who work and work hard and take home less than $200 a week and still have to pay utilities, feed and clothe children and selves, buy food, etc.?

    I guess he still think we foolish.

    Bajanlion…I don’t think people like “Hammie Lah” are going to “suffer”. If he has done good he will prosper.

    However, “Consultants” should know that their contracts can be terminated and should be terminated when a new Government takes over.

    They all made the choice to accept these contracts.I think they gambled that the BLP would remain in power but they lost.

    We are all responsible for ourselves.

    Let us not forget there are thousands of workers in Barbados who make less than $2000 a month so I am not overly sympathetic to the $6000 + per month “Consultants”.

    Hopefully they saved and invested while they fed at the proverbial trough.

    I am not ridiculing him, such is unwarranted.

    I will say two things however.

    Firstly, it is clear that Owen has his eyes on the next election and Mia may not be in his nor the plans of the ‘party elders’.

    If not, he would have left this little gambit to her.

    Secondly, it is also clear that the BLP is still in shock and anger at having lost the election and will do anything to cause as much trouble, no matter in what little way, to sabotage the running of the current administration.

    What happened to moving on?

    This is a clear example that the electorate made the right decision on Jan 15th.

    The People’s Business should come first, not little games.

On another note, I wonder which family in law working at the CSME office and in what capacity. she better start looking for holes too.     it is difficult not to gloat when you see the very press that propped up Owing and his thugs for a number of years for thirty pieces of silver, turning on him with a negative photo. You would never have seen this when the “reign of terror” was at its height.
    .

    Since Owing was unfortuneately reelected he certainly has the right to speak for his constituents, at least until the criminal charges are laid. Then he should just quietly resign and spare us all the embarrassment.

    On a more important note, while we are assuming the new government is hiring people on ability and with definitive tasks in mind, the government really needs to build in expected turn around times for all government work. Its really quite unacceptable to have letters taking weeks to be answered.

    This would especially need to be seen at the legal level where the years of delay, receipt of reasons for judgments and a whole host of legal matters need to be accelerated ten times.

    We are assuming this is coming with transparency and accountability legislation?

    Maybe Owen should take a leaf from Sir Roy’s book and just keep quiet for now.

    His day may come again, but it isn’t today.

    It just isn’t any use going on any warpath.

    Did he say anything about the UDC terminations? If he wants to be consistent he really should.

    It is difficult to imagine Barbados once hung on his every word.

    Just shows what can happen in a short time in politics.

    He needs to go and sit and think before he rushes off like he used to when he had no competition.

    He could also watch how Mia expressed herself when the UDC terminations occurred.

    Nobody took her too seriously but …. many would have noted the point she made about political victimisation and would be watching the new Government closely, …. very very closely.

    Both she and Sir Henry put plausible positions and one could perhaps expect something to develop from them. It is difficult to argue against the renewal of contracts for speech writers and neither one has as far as I know made a sound.

    It is about chipping away, day by day.

    Owen could really watch and learn a thing or two.

    He needs some serious rebranding.

    I doubt he could bowl any googly to Mia, now or at any time.

    He is too easy to read.

    Yes he has experience and requires watching, but I don’t think he will pull any surprises that aren’t telegraphed by his impetuous nature in advance.

    The simple fact is that he did not become the PM through any competitive process, it was given to him because neither of the men who should have taken it wanted it ….. and it shows in his impetuosity.

    I doubt he will ever challenge Mia or for that matter any other able candidate for the post of leader and be successful. The Bees are stuck with Mia barring intervention from someone else.

    He needs to talk with Dennis Kellman or study the positions Dennis has taken. Once he gets his head straight about this party thing and becomes his own man he will be difficult to counter.

    There are many things going for him the other BLP MP’s lack. If he plays his cards right, next time he could surprise many people.

    I am shocked at Mr. Arthur’s gumption at trying to insist that the P.M should retain the services of Victor Hinkson and Denzil Agard.
    These two men have been Owen Arthur’s hachet men. They were employed to do a hachet job on the DLP and David Thompson.

    You have been elected as the representative of St. Peter since 1984. You have presided over the destruction of St. Joseph Hospital and you have not said a word in defense of your people and the Hospital that is in your constituency. Instead the people of St. Peter, St. Lucy, St. Andrew and St. James have to go to the QEH and waste two days before they see a doctor (and sometimes die in the process) or if they have the means go to a private hospital.You should be ashamed to be talking now.

    The issue in the recent action by PM Thompson in releasing certain people from consultancies is courtesy. The culprit, if there really was one, was Mr. Arthur. By naming names and affixing salary figures to specific individuals what Mr. Thompson did was to drag the names and reputations of private citizens through the mud. As non-civil servant consultants these people were private citizens, and as such were owed a certain level of respect and decency. That they should be released was certainly to be expected, that they should be individually identified and vilified was not. Implicit in the coverage of the event, and even in Mr. Thompson’s words was an implication that these people were not working for their money and were somehow wasting taxpayers dollars. In at least some of the cases we can be quite certain that the people so employed were really doing their jobs and earning their money, but after the public flogging that little fact seems quite lost. In an otherwise beautiful lift-off of the new DLP government this action speaks of abusing private individuals for political gain, not entirely becoming as a policy. This writer would expect more from a PM who appears to be far more cultured and civilized than the last one.
