An On The Spot Report From Barbados Parliament – Hardwood Housing Scandal, Non-Confidence Motion

The following comment was posted a short time ago by BFP reader Wishing In Vain…

We have just seen an amazing event taking place in Barbados a few moments ago, the one Mottley who with her mouthings had all the talk about if Mr Thompson was not ready she was ready to address the HARDWOOD HOUSING issue via the PAC.

Then only moments ago with the knowledge that Mr Thompson was ready able and willing to move the motion, and after only 5 minutes in the sitting in the prelunch session they asked for an adjournment to discuss matters, they returned after lunch before doing any further business Mottley asked for an adjournment until Friday.

This is remarkable for a group with a 24 to 6 majority to be running hiding and avoiding the full force of the 6 members of the opposition is a revelation indeed.
Having said how ready both Mottley and Owing said they were proves to be just another lie one of many.

I wonder which aspect of the motion they fear the most the No Confidence Motion or is it the Defamation of Character act along with the moving of an act for Integrity of Legislation in Barbados.

Each one on its own is annoying to them but all of them together is a major upheaval, furthermore Owing sounded very course today he was under the weather or under the influence one or the other.

    WIV you are obviously a boss LIAR. Every effort was and is being made to accomodate Tompee and his motion of no-confidence. The house met at 10.00 and was adjourned until 11.00 to give Tompee time to be ready he wasn’t. A bill lead by Dale Marshall was debated and concluded, Tompee still wasn’t ready. In fact let me tell you something Mr WIV the Liar, elections will come and go, Tompee and the DLP will lose and Tompee still won’t be ready with this bogus motion. But he is doing an excellent job at fooling you. Let’s see if he will run again on Friday.

    Frankology I beg you to think about this for a minute, Mr Thompson read the motion he plans to lodge to the mass meeting on SUNDAY night this would clearly suggest that there is a clearly defined plan of action and readiness and that it is written and ready to proceed, I have heard mottley rumbling that if he does not she will lodge one, well I heard the one written by the DLP I have heard nothing coming from the blp so I am left to assume that the fear of having Mr Thompson being ready willing and able left them in a state of confusion and uncertainty hence their unwillingness to allow the sitting to continue.
    The aborting of todays sitting was an amazing statement by the blp they talk the talk but falter when the chips are down.
    We are also awiting serious debate about the massive cost overrun on the VECO built PRISON which started out at US $ 60 million and now is US $ 142 million this smells of corruption and dishonesty.

    They did not adjourn to give Mr Thompson anytime to do anything you clown, mottley asked for the adjournment because she had matters to attend to and right after the luncheon break she called for the house to adjourned until Friday. Where is your common sense, if you have an ounce of it use it.
    Secondly mottley in its puffing of hot air said if Mr Thompson did not bring a motion she would, more hot air on her part but most of us will understand her eagerness in having the motion brought against ASSCOLL because she has no intention of playing second fiddle to ASSCOLL in any form of the house sitting and she to is intent on seeing after the demise of ASSCOLL and Owing.

Sounds like the government messed up and then some but surely we need more than a breathless, unpunctuated statement from a known DLP hack to go on. Anyone else got more information so we can all get the story straight ?

    WIV why are you getting up by SSC stupid comments? what has occured today? It is clear that Mottley was hoping to catch Thompee unprepared. The standing orders tells you who came out smelling like a rose from todays sitting. Notices for government business requires one day. Other notices of which the no confidence motion is such requires 3 days. As Thompson said he will debate the motion when he says he will. He gave notice today and as the standing orders state 3 days later is friday. Thompy wins the war of words. Mia’s Mcguffy gaffings over the weekend where just that, pretty words spoken with a male voice devoid of any substance and meaning, which is typical for her.

    WIV, stop misleading people. The Hon. David Thompson said he will table the resolution as early as Tuesday, November 20, 2007. How can he proceed with a motion before being lodged. Let’s wait until Friday at 10.01 a.m and see if Hon. Mia Mottley and the Government live up to the statement. Meanwhile, I think this blog is pre-mature and does nothing for the expected debate. I have no more comment until Friday

    James, the story is simple. The government was to force Thompy’s hand. The House started and then suspended immediately for one hour.
    It could not have had anything to do with Thompys resolution since notice of that was only given today. It had to be that Mottley was not ready with government’s business or her force-hand resolution.
    Private members business starts after lunch and no standing orders were suspended until after the hour break.
    Incompetence of the highest order. Plain and simple.

    I was listening to the Debate and waited the whole day to hear what he was going to say since I could not go to the meeting on Sunday night.

    What prevented him. Sounds like the screw up is on his part or once again he has been out manoeuvered by Mia. Oh and why is the House sitting again on Friday? Does it have anything to do with accommodating him?

    This cat and mouse game ain’t looking good on Thompy’s part. Either he bringing the Motion or he ain’t. Reading it out at a public meeting ain’t one ting when de gully out. He got to lay it in Parliament. Why the delay? I thought that would have been the first thing he would do today. Oh well disappointment again. What can I say.

    Did Mia Mottley place on the order paper for todays sitting of the House Assembly, a resolution “directing” the public accounts committee to “inquire immediately” into hardwood factory?

    If not will she seek to do so on Friday?

    Mia has one clear day as Minister of government to give notice. Thompee as a Member of parliament has 3 clear days to so do. Thanks for the correction Leviticus. 😀

    So Thompee gave notice today and if Mia gives notice on Friday then Both notices will fall due on Tuesday unless the distinction of 3 CLEAR days is not the same for a Minister’s 1 day shall be sufficient rule.

    ….So from my reasoning of Mia’s weekend mouthings and Albert “BLP PEN MAN” Brandford’s BLP article, The so called Government’s Power Play did not materialize, and i don’t believe this convenient excuse about other things to attend too on Mia’s part.

    …But lets say it did, let say Mia “Nicotene” Mottley did in fact give notice today and that on Friday or some other day before Thompee’s notice could be dabated, That as head of the PAC he “must” immediately inquire into Hardwood, what in reality does that mean? Should we expect to see Thompee sheepishly saying yes Mia i will leave the chamber now to convene a corum of PA committee to get on immediately into inquiring into Hardwood. Look don’t mek me laugh.

    We can monitor this site and see when the Opposition Leader’s motion comes on the Order Paper. This site seems to be updated regularly.

    However you will notice that there are matters which have been on the Order Paper for several months now and have not yet been concluded.

    thanks observing. Wait was Owen in Parliament today? I see his name down for a couple of notifications. Maybe Thompee threathen a broadside to Owen similar to what he did to undo Mascoll. You i hear Thompee passionately called Mascoll the biggest jacka2s in Barbadians politics and it is hard not to agree. How would any of you feel if the PM has accuse you as an officer of the credit Union of stealing it’s funds and implore to bring back it’ money, and then have you lead debate on resolution to prohibit Credit Union management from stealing? Wuh you would had to be a Jacka2s fuh trute.

    Owing may choose not to be present when it is called anyway, based on his input today he did not sound like he was up to the task anyway, he may hurt the debate more than help it if he shows up in a drunken stupor as he is frequently been seen in here recently.
    Maybe ASSCOLL will face the music alone he should not expect any help from mottley not after he leapfrogged the leadership of the party.

    THE HOUSE OF ASSEMBLY met yesterday as planned, but it neither debated an Opposition no-confidence motion in the Minister of State Clyde Mascoll, nor a Government resolution directing the Public Accounts Committee (PAC) to enquire into the accounts
    of Hardwood Housing.

    Both measures were promised last week
    by their respective proponents.

    When the House was adjourned after lunch with
    no opposition member present, Leader of Government Business, Mia Mottley, informed the chamber that
    no motion had been filed.

    However, in a statement issued later, Thompson
    said that he had long given the opposition’s motion
    to the Clerk of Parliament, Pedro Eastmond.

    Eastmond confirmed that he had received the motion before the House was adjourned.

    Moving the adjournment, Mottley said: “We have not yet seen the evidence, Sir, of any such motion.

    “In the circumstances, Mr Speaker, we believe that to require the PAC to direct its view into Hardwood Housing should be left until the closure of any debate on any no-confidence motion against the honourable member on this side.

    “In the circumstances, Sir, we will hold this resolution until such time as the debate on the motion of no-confidence is completed if it is ever filed because we are still yet to see the evidence of it
    on the Order Paper.”

    Thompson said later he had given notice that he would be out of the island and it made no sense to have adjourned the House until Friday because his motion would not be debated.

    He added: “The threat by Leader of the House,
    Mia Mottley, to bring a counter no-confidence motion through the back door was laughable, as such was never on the cards given that for them to bring
    a motion on Hardwood, would have made it impossible for the Leader of the Opposition to do the same a few days later, and my motion is the motion that goes
    to the heart of the matter.

    “If they want to hurry this process and dissolve
    Parliament before debating Hardwood, that’s a matter for them. But I warn that they will have to answer
    a series of questions from the public platforms.”

    OPPOSITION leader David Thompson has assured Barbadians that the Speaker of the House is in possession of the no-confidence resolution against Minister of State in the Ministry of Finance, Clyde Mascoll.

    While fireworks were expected in the House of Assembly yesterday, evidenced by the packed gallery and large crowd gathered outside the Parliament yard, it was clear by the lunch break however, that the matter would not be debated during yesterday’s sitting.

    Speaking to the media in the conference room of the office of the Leader of the Opposition, Thompson said, “The Speaker would be in possession of two resolutions, one the no-confidence motion and the resolution in relation to public accountability, both of them are in his possession and that is what I pledged to do and that is what is being done today (yesterday).”P> “Obviously the clerk of Parliament and the relevant officials have to read it through to ensure that it is in order… it will go on an order paper, I assume the next one, and once that happens I will determine when I am ready to start the debate on the no- confidence motion.”

    Thompson stressed that it is not within the power of the Leader of the House or anyone else to determine when a private members resolution is to be debated. “It is not a Government resolution, it is not an announcement, it is not a paper being laid, it is a private member’s resolution and I will debate it when I am ready to debate it. Ms. Mottley does not control private members business,” he stated.

    Referring to another section of the press where it was stated that Government was in a “power play”, suggesting that the Opposition Leader may be forced to debate the Hardwood issue, Thompson noted that this action has seemingly “fizzled into nothing”.

    “When the House convened at 10 o’ clock this morning it was clear that Government was not ready to do any work, not even its own resolution relative to the Public Accounts Committee and therefore, the House had to be suspended so that they could find things to do,” he charged.

    “I think that is an example of the depths to which Parliament is being pushed and pulled by this Government… the fact they would have summoned a regular sitting of Parliament and instead of getting on with the people’s business, they engage in all kinds of side shows,” Thompson said. (JH)

    Country Girl at Heart: if I were Thompy I would continue to do just what I am doing. He said on Sunday night, and I heard him, that when he is ready to debate the resolution he will debate it.

    It is his resolution.

    If you want a resolution debated on Tuesday, ask your MP to bring one.

    Mottley’s resolution was already on the Order Paper. Why didn’t she debate it? Why did the House have to spend the day debating legal trivia and the removal of sheep’s testicals?

    It seems government tried the “big bad wolf – get Thompson before he gets us card” and it failed. They know and are partially right that there isn’t (yet) any “clear” evidence of “direct corruption” in the true sense of the word, but this Hardwood issues raises an abundance of questions on the issue of accountability (EGFL’s 95% input), transparency(no publc knowledge on status of company), proper use of public funds (self explanatory), honesty (500 houses? yeah right) fair and open governnce($2 million, 15 houses, people’s deposit in hand and still broke?), conflict of interest (Hoyos, Perry Gap), morality (those poor women) and the big word, integrity (that’s for all those defending Masscoll). Though it’s doomed not to pass, it will show Mascoll and (some members of) the government of lacking all of the above qualities that they attempt to wear on their armbands, though the public knows otherwise. (Hear Owen last week “all the members on his side have integrity”…sigh).
    No way they can come out looking good, even if they play the “there has been no legal corruption card.” Lets hope after the facts have been laid that some other MPs are able to vote for principle and not simply for power.

    WIV and the other dishonest clowns if you had listen to TOM PEE last night you would have heard him say that he tabled the Motion AFTER LUNCH. But it is tabled now and it will have to be debated. So LIAT and American Airlines etc will make a lot of money now as TOM PEE run from the debate. The Government is on record as saying it will do everything to facilitate the debate including arranging a special session on Friday.

    TOM PEE can also pursue the matter through the PAC but he, a lawyer is seeking a legal opinion as to whether he can. The government is prepared to use parliament to facilitate this investigation. It is time TOM PEE put up or shut up.

    There is no low road to high office. TOM PEE will have to bring the evidence and it must be convincing.

    It is clear to see that the only ones running are you and your band of thieves, if after in week in recess you come to the house and ask for an adjournment clearly says to me that you and your party are in disorder, you had a week off to address matters but you attempt to so when the house is called to order?

    I remember this same one stating that Mr Thompson was scared to lodge the motion now that he has lodged it and that excuse holds no water, he is now suggesting that Mr Thompson will be running, he is not running anywhere the only ones running is you and your gang of crooks, I understand that the accused ASSCOLL was a patheic excuse of a man yesterday in the house, not a word to be heard from him at all yesterday and reports reaching me state that he appeared scared and uncertain.

    The DLP has all the reasons to go after the three motions and help start to bring this country back to order, as for right now it is on auto pilot and going no where.

    Only Government is a bottomless pit of debt accumulation and can afford to finance an enterprise like Hardwood Housing.

    Let us hope the initial $2 million is written off and a way is found to make this company profitable.

    The PM was quoted recently as saying that Thompson has no evidence of corrution by any member of the cabinet of Barbados.

    Mr PM the lack of evidence is a trick of the political trade. We all watched with hysterical amazement the English comedy “Yes Mr. Minister”.

    How many times have we faced corruption in the face but could not present any proof.

    Your problem Mr. Prime Minister is that the acts of corruption by your Ministers and cronies on the Board and in high position at places like the BTA, BIDC, CBC, Gems, EGFL, GAIA, NCF, NCC has become so common place that it is like first nature now.

It would be of great interest to you to know that he was seen in Parliament on Tuesday picking away, in his usual one finger style, on his lap top for the duration of the adjournment of the House.

    A person attending Parliament rushed to one of the computers in the other room only to notice that the information being posted on the BFP was being posted at the same time as thompy was using his lap top.

    It is amazing how this lazy political bum continues to waste tax payer’s money. For that massive opposition salary he receives all he does all day is to sit on the BPF and malign good hard working Barbadians.

    He does not intend to debate that no-confidence motion. He is taking us for the same ride that he took us for in 1994 with the IMF secret deal. This is just another political shenanigan.

    I noticed from his comments in the Advocate that he seems to get it. Arthur cannot call an election with Hardwood hanging over his government’s head.

    They are running scared that the true extent of their stealing is about to be revealed for all those to see, and trust me it will not be a pretty picture with close to 3/4 of a billion dollars swindled away some one or some people must have some of these funds stashed away in offshore accounts, we need them revealed and exposed for us to see the true make up of the fraud that is the present admistration.

    Somehow I think Owing will call the elections before subjecting he and the party to exposure of the facts and the slime that is HARDWOOD HOUSING and ASSCOLL,his real worries is not knowing if he has the services of Rawle Eastmond and Hammy Lashley to put into service, since the news got out that Sandra Husbands has been doing some fact finding in the area and with Eastmond’s forces speech and he not knowing what he has done to Owing for the past 9 years would clearly suggest to me that if he had any respect or cared about the people he supposedly represented he would do the honourable thing and retire gracefully, with regard to Hammy Lashley he to is under tremendous pressure from Owing to run again but I ask him why would he do so merely to try to provide a seat for this corrupt lot, how does it make him feel to be dragged before Owing at Illaro Court one Sunday morning and spoken down to like a little boy in the yard, surely this is not the way to win friends and influence people is it Arthur?

    If both Eastmond and Lashley had any decency left in them, they would be men enough to say so long to your bullying manner Arthur I am out of here.

    I have no issue with Noel Lynch becoming a instant millionare overnight and no one knows how. I dont even mind that he got some silly radio station to pay him 60000 under dubious circumstances

    I think Frankology’s criticism of David Thompson is inept.

    The House does not normally meet on Fridays. So it is possible that an MP could schedule something not being on a Tuesday. That happens all the time.

    Leviticus is right in saying that the motions – regardless of what Thompson or Mottley did on Tuesday – would not have been on the Order Paper because three days notice was not given and the Speaker has to approve them on the advice of the Clerk. I hope this helps Frankology in his quest for truth and understanding. But we will see.

    If there is some interchange between the Speaker and the Opposition Leader and the resolutions are settled, perhaps it could be on the Order Paper for Tuesday but with Thompson out of the island that’s unlikely.

    The one against Erskine Sandiford took time before it was debated. The one against Warwick Franklin was held over his head as a weapon. The one against Branford Taitt was on the Order Paper for a while. It was followed by a Commission of Inquiry. Holding these things out is in itself a political weapon. Read Mays Parliamentary Procedure and listen to other anecdotal experiences if you can find former MP’s to talk to.

    Understand that we are not a banana republic yet. What I see David Thompson doing here is masterful because he has the leading lights of the BLP – Arthur, Mottley and Mascoll – speaking about his agenda i.e. Hardwood, integrity etc. and not theirs just weeks before an election! And the country is riveted. The BLP is bleeding. That is why they are so anxious to get it over and done with.

    As long as Barbados is caught up with Hardwood and concepts of corruption and integrity, David Thompson is ruling the roost.

    He couldn’t want it better. He wasn’t always my cup of tea, but he is now truly a mature politician.

    You might be an ex-MP, it do not matter, regardless to this writer not being a politician, but I am mouthy and brave. The reality of any no-confidence motion being delayed is nothing new, all the talk of what happen during the Adams/Sandiford/Barrow era with the No-Confidence motion was base on leaders bluffing and finding themselves having to carry out the threats. That could have been the reason for all the delays.

    With the adjournment prior the sitting, nothing is unethical, this is a parliamentary procedure that usually takes place when matters are down on the ‘order paper’ that were not concluded from a previous sitting.

    You might be an ex-MP, but your reasons can not hold in a strainer. I said and keep saying that a motion can be rush through the house based on its importance. This is confirm by the same May’s Parliamentary Procedure. Are you a real MP or are you getting information to impress people?

    This is what May’s states about a motion:

    “An announcement, either oral or written, of an intention to bring a substantive proposal before the House. The notice period varies depending on the type of motion and who will move it”.

    Another thing, you can priortise any bill or motion based on its urgency.

    Do not argue with me, argue with May’s Procedure, the same legal procedure that you are using. I am dealing specifically with Motions from a Private Member perspective.

    “Bills and motions sponsored by private Members including items on the order of precedence and those outside the order of precedence. A period is devoted to the consideration of this business each sitting day”.

    Remember, rules can be altered. If we have a public upheaval, see how the house will meet under ‘an emergency session’. Political leaders knows the pros and cons, maybe you might have been one of them. Just checkin’.

    There is a time set aside for each sitting for Private Members Business. But in Barbados that standing order is suspended at the beginning of each sitting so that Private Members Business is not normally done. It seldom takes precedence in Barbados. That is why there is a private members resolution on the Order Paper since 2003 and one since 2006.

    That differs from the UK substantially where there are always private members resolutions and question time is always taken.

    You have to adapt May’s to the circumstances of the country.

    As I said, its up to you if you want to continue with your point but it is not relevant. Rules relating to notice are seldom ignored on the basis that minority interests in the House must be protected. That is a basic principle.

    Barbados has been practising parliamentary democracy for over 300 years. And we have adapted from time to time.

    Yes, it can happen. But it would have to be at the instance of the members not the Leader of the House. Ms. Mottley must mind her business which is government’s programme and Mr. Thompson his!

    I assume that when convenient to him Mr. Thompson will start the debate. A dangerous precedent is being set with Ms. Mottley throwing her weight around and the Hardwood/PAC resolution she brought is an example of her error of judgement.

    I have never witnessed the kind of manipulation we have where Ms. Mottley says, “I will clear the way” and then tells the Opposition Leader when he must debate the resolution.

    Ms. Mottley cannot clear the way for anything nor force anyone’s hand in anything to do with debating in the House. There are rules and she must follow them.

    Lets presume that Private Members business is called on Tuesday and Thompson is not ready to start or desn’t want to start, what will she do? Will she try to have the resolution removed from the Order Paper and play right into Thompson’s hands?

    Do you know what a mess politically that would be? Mia has created the exact national political scenario David Thompson wants.

    I am seeing the tables turning on this government where once the BLP were able to read David Thompson and really dealt him some rough body blows. But he has their number now.

    Another scenario, if David failed to start the motion on Tuesday, you will have a much more negative affect in relation to the public, who might feel it is ‘a political bluff’, the leader of the house can refer the motion to another date. Your scenario can be more ego damaging in the people’s eyes than the abuse and manipulation of parliamentary privileges.

    Let us look at this phenomenon. What are its strengths? What are its weaknesses? The reason why I am attempting to look at this Owen Arthur creation is that like all other things under the sun, there will be a time to live, and flourish, and a time of death and withering away. As I cast mine eyes back to the most recent turmoil in the ranks of the DLP, all the disgruntle folks, who eventually left, and went over to the BLP, had initially join the DLP on their own volition. Crossing over to the BLP happened at a time of plenty in that camp; I think it is safe to say, that the pensions, placements, and patronage, that a PM has, and can dish out, is the real glue, the cement that keeps the recipients of the politics of inclusion in place with the existing members. What can happen in the absence of the power and access or the thing that makes real, the promises of said pensions, placements, and patronage is that their is nothing independent of power that can keep the New BLPites and the true true Bees in a tandem of mutuality. I think that in addition to the fear of prosecution and public embarrassment similar to what is occurring in Jamaica, the eminent fallout of theses oil and water BLPites is by far more disconcerting to Owen for his legacy. That legacy, should he not retain power and thus the ability to keep the heat and fire away from this powder keg of disunity is certain and of concern to him.
