How the new BWA Headquarters will cost triple what we’re being told

Most of what I have to say comes from a very well connected DLP member who is disgusted with what is happening. On Monday there is going to be a ground breaking ceremony for the new Barbados Water Authority Headquarters at Lot F, Pine Commercial Estate, The Pine in St. Michael. Dr. David Estwick will do the honours. Hopefully his ankle holster and pistol will not get in the way of using a shovel.
At the beginning of January, our own CBC was saying that the BWA had previously announced it was hoping to source funds from financial institutions, and possibly from the Caribbean Development Bank to build a new 40 million dollar headquarters for the Barbados Water Authority.
My information is that the source of that financing is NONE OF THE ABOVE.
My DLP friend says that Despite the high level of liquidity in the Barbados banking system the project is a PFI – Private Financing Initiative. Innotech Services Limited is financing the project with offshore money by the Unitrident Capital Corporation. (UCC)
The project originally had a budget of $30 million, but with interest it is now going to be over $100 million dollars of taxpayer money.

Here’s one for you: My friend says that Innotech Services Limited have possession of the building site WITHOUT A CONTRACT BEING SIGNED!
UCC incorporated in Barbados 2010/08/11 #33605. UNITRIDENT has as its registered address the same premises as Innotech Services at Warrens!!. The sole Director is a William Bruce Kitsch whose address is given as the Turks & Caicos Islands!!! A jurisdiction known for corruption.
It is a SCANDAL that the BWA Project will be financed with capital out of Turks & Caicos or Canada, with a HEAVY future drain on foreign reserves when the needed capital exists in Barbados.
The project was supposedly put out to ‘tender’. I am told that only one bid was received: from Innotech Services Limited. Other interested parties did not go to the time, trouble and cost of bidding as they were told that the Contract would in any case go to Innotech.
Innotech Services is a Barbados Company, but is 99% owned by a St Lucia IBC and 1% owned by Basil DaSilva Snr, Martin DaSilva and Anthony DaSilva.
The CAIPO file has no Innotech Financial Statements since those for the year ended 31.12.2003. Innotech is a Shell Company with very little in net assets… a few tens of thousand dollars and that was then. Check CAIPO yourself – don’t believe me.

Innotech is all but broke…they started to build a house at Durants Fairways, fronting the Golf Course, about two years ago…the foundation shell is there, and is covered with weeds, as is the shed they left. An unsightly mess in an upscale neighbourhood…shame
It could be, of course, that none of the sources of funding in Barbados were willing to lend.

IT would be ludicrous for this goverment to embark on a building project for that amount when other serious infrastructure matters such as constant flooding on our roads both in urban and rural districts continues its horror on bajans. Normally I will tend not to believe until the facts come out but this is Barbados and the facts are always carefully hidden and spoken with great ‘alacrity’ and rhetoric.

Please looking into the work permit status of Mr. Eric Butcher who even thought he does NOT have a valid work permit to work in Barbados works for PSP Caribbean, Cooper Kaufman and the BWA as a consultant.
The current application for a work permit for Mr. Butcher and which has not been approved is from Rock Investments with is in the restuarant business in Barbados and who’s address is at Maple Gardens, coincidentially, the address for Mr. Butcher is the same for Rock Investments…..that funny.
BWA take people’s wells on private property without any due process…they enter the property, take the well and that’s that. They are thieves. They did it on an estate in St GEORGE AND ADMITTED DOING SO IN WRITING. Their letter states they have no documentation on file regarding their taking the well.

This same BWA advertised a number of positions in its “revamped” management and administration push since October last year and up to now have not conducted a single interview!!
Why?
There is no money in the kitty to pay them!!
The biggest problem with the BWA is its management as way too many inefficiencies and wastage occur daily.
I for one thought that filling those key positions with the qualified and experienced persons was the right approach, but clearly the powers that be are more concerned about providing comfort for the current “waste” in the system.
We keep recycling people in this country who are connected. Why is Dr. Atlee Brathwaite always in the mix with certain projects, agriculture or water? Is Barbados really so low and poor on human resources?

GOOD POLITICIANS who don’t lack MORALS and the courage to stand up.
How would they justify the spending of that amount of money on a building when some of their customers still lose their water supply at a certain hour every evening, WHERE IS THE JUSTIFICATION?
Then again it is not about the water or the building, it is about how much money can be diverted (down one of those side drains) during the life of the project.

The speech by the Hon Minister Mr David Estwick exposes that whole section of the article which deals with the financing of the project ; if to be sensible enough to be able to distinguish between TRUTH and SLANDER is a ground for calling someone a ” political lackey ” , well then that might not be so bad after all.
You leave us in no doubt that there has been a personal vendetta going on between you and the Innotech people ; maybe the director here should consider if you should be given this kind of forum for venting your spleen. That however is a matter for him; I am only concerned with the misinformation that was fed to the public in respect of this matter.

McHale is tighter than a duck’s ass under water when he has to pay money to someone who has performed for him and earned it.
Like they squandering the money to fix the waterlines leaking all over the island. Why should they built such a huge multi-billion expensive place. Why, because that is typical of how governance is done when there are more important things to do that may not seem so. Like get the agriculture going properly and stop allowing the rich producing agricultural land going to waste. Even coconut tree plantations would give jobs, and you can still cultivate in between, or shade live stock below them. That is one of the Barbadian major problems. The livestock have little or no shade.

McHale should be in Court this morning trying to discharge the Freezing Order placed on Tropic Ice, its directors, management and shareholders by the High Court in Barbados to prevent the dissipation of the assets of that company.
I tell you that man goes to Court in White Park road more often than most judges and lawyers.
I can’t understand the need for the new building.
The Water Resources Study of 1978 says the available water resources would be maxed out by 1995/6 which appears to have happened.
At the turn of the century (this one) or just before a purification plant placed in St. Lucy looking to exploit resources thought to be there was shut down.
I saw mention of a private interest now looking for water in St. Philip at their own expense.
Hopefully they don’t find the source of the Three Houses Spring and put the farmers up that side in a tizzy!!
It would make more sense looking to further optimise the utilization of a fully utilised resource … and I doubt a new building will do that.
If the claim of a 50% unaccounted for water is true, which I doubt, a new building isn’t going to help much.
There just doesn’t seem much economic or strategic sense in building a new building …. but I could be wrong.

It is clear that Chris McHale is up to his usual mischief again with this submission to BFP. Is there anyone hated and despised more in Barbados than that short english runt? Bloodly hell Chris could pick a fight with the Pope or Mother Theresa if given half a chance. He is not a vexatious litigant, it seems he uses litigation and the slow legal court process in Barbados to escape his financial obligations at every turn.
McHale has been accurately described as a “corporate sociopath” by all who have had the misfortune to be in business with him…this mental condition makes him unable to help himself or resist the overwhelming compulsion to screw everyone at the soonest possible opportunity without a consistent course of medication. Reports reaching me indicate that Tropic Ice Unlimited Inc in Salters in St. George is currently NOT in operation on account of the Landlord having re-entered and take possession of the property with Court Order for a significant sum of unpaid rents. Is this true, as I have taken the liberty of going to see for my self and I noticed that a barricade has been erected around the entire leased property (former) and security guards have been posted to ensure that no one goes into that property or business, also someone has erected signs on the barricade saying “Private Property, No Tresspassing”
